biography

Lieutenant Salvador Moralez began his career in law enforcement in 1978. He is a graduate of the Texas Department of Public Safety Training Academy (1982) and has been with the Texas Alcoholic Beverage Commission (TABC) since 1985. He has received a number of certifications from the Texas Commission of Law Enforcement Standards and Education including Advanced Peace Officer (1988), Instructor License (1993), Master Peace Officer (1997), and Law Enforcement Firearms Instructor (1999). He received his Armament Systems and Procedures (ASP) Instructor Certification in 2005.

Lt. Moralez worked as an Undercover Agent for the TABC, El Paso District Office, for four years, and has been a Trainer for Use of Force Issues and Defensive Tactics for the TABC since 2002. He has also trained Officer Survival and Counter Assault Strategies and Tactics for the Texas Department of Public Safety Narcotics Unit, Austin, Texas. In 2005, Lt. Moralez received an Outstanding Service Award from the Texas Department of Public Safety Narcotics Training Unit for having trained hundreds of Narcotics investigators and Task Force members throughout the state.

Lt. Moralez completed the Command Staff Leadership Training at Sam Houston University Criminal Justice Center in 2006. Furthermore, in 2009, Mr. Moralez attended and completed the Force Science Research Center’s Force Science Certification Course under Dr. William Lewinski and the Minnesota State University, Mankato, and was certified a Force Science Analyst.

In 2009, he was recognized as a Use of Force Expert by the Texas Attorney General’s Office and has both consulted with law enforcement agencies and testified in United States Federal Courts as an Expert Witness in matters involving the propriety of law enforcement officer conduct and LEO use of force issues.

With two 10th Degree Black Belts to his credit, Lt. Moralez is also an accomplished and internationally recognized martial artist who was invited to serve on the Philippine Olympic Committee by the Chairman of the International Affairs Committee, and was asked to teach his system of defensive tactics to the National Police Academy in Manila, Philippines. He was inducted into both the United States Martial Arts Hall of Fame and the Filipino Martial Arts Hall of Fame.

Lt. Moralez continues to work for the Texas Alcoholic Beverage Commission, El Paso District Office, and assisted the agency in the development of its Use of Force policy and reporting procedures.  He also acts as a consultant to other law enforcement agencies on issues related to use of force policies and procedures, police training and conduct, and use of force definitions and as they accord to: case law; the Texas Penal Code, Chapter 9; the Texas Code of Criminal Procedures; Texas Statutes; and the application of the United States Supreme Court Decision on Graham v. Connor.   In a direct collaborative effort, Lt. Moralez and Lt. Albert Rodriguez, nationally renowned Use of Force Expert and law enforcement officer trainer of Use of Force theory, developed the arrest and control tactics program and training manual used statewide by the TABC.

Lt. Moralez and Lt. Rodriguez co-authored the Arrest & Control Tactics, A Manual for Law Enforcement Officers, 2011. 

Lt. Moralez continues to lecture and teach use of force theory as well as arrest and control tactics to law enforcement officers, and is currently working with Lt. Rodriguez on a follow-up to their existing publication.

So it has come to this—my dissenting colleagues would require police officers to gamble with their lives in order to avoid civil liability. It is one thing for courts to deny qualified immunity on the basis of a violation of clearly established law. It is quite another to demand as a condition of that immunity that officers actually await the bullet.
